A Record Year Ahead in 2025 Despite Challenges

Quebec’s construction industry is set to experience a notable year, with positive forecasts for key sectors and overall growth in activity. According to the Commission de la construction du Québec (CCQ), 2025 is expected to record 211.5 million hours of work, a slight increase compared to the 210 million hours anticipated for 2024.

Growing Sectors: Residential and Industrial

  • The residential sector is showing a strong rebound, supported by falling mortgage rates and continued high demand for housing. A 7% growth is forecast, bringing total work hours to 38 million. This is excellent news for workers and for Quebec families aspiring to homeownership or affordable housing.
  • The industrial sector continues its momentum, with an impressive 14% increase, reaching 16.5 million work hours. Much of this growth is attributed to the battery industry, a booming sector that stimulates the regional economy and creates specialized jobs.

    Workforce Challenges, But Solutions in Progress

    With nearly 200,000 workers on Quebec construction sites, labor shortages remain a major challenge. However, the industry has shown the ability to attract 15,000 to 20,000 new workers each year to meet demand. This positive trend highlights the sector’s appeal and its key role in Quebec’s economy.

    Two Threats to Watch

    1. Ongoing negotiations must avoid deadlocks to ensure the continuity of construction projects. The Minister of Labor remains optimistic and committed to facilitating dialogue.
    2. Potential tariffs could impact both private and public investments. While this factor remains uncertain, Quebec’s construction industry has proven to be resilient.
